China Issues New AI Agent Rules to Encourage Innovation

China released new guidelines to regulate and support the development of AI agents as part of its “AI plus” strategy. The rules were jointly issued by the Cyberspace Administration of China, National Development and Reform Commission and Ministry of Industry and Information Technology. AI agents are described as intelligent systems able to perceive, decide, interact and act independently. The guidelines stress safety, standardization and innovation. They also highlight 19 application areas, including scientific research, industry, consumer services, public welfare and social governance, while encouraging stronger industrial cooperation and wider use of AI technologies.
