按照省委部署，1月3日，市委常委会召开省委黄河流域生态保护和高质量发展专项巡视整改专题民主生活会，深入学习贯彻党的二十大精神，全面贯彻习近平总书记关于黄河流域生态保护和高质量发展的重要指示要求，对照省委专项巡视反馈意见，紧密联系思想和工作实际，深入对照查摆，深刻剖析原因，全面推进整改工作，全力推动黄河重大国家战略在东营落地落实。
市委书记、市人大常委会主任杨国强主持会议并讲话，市委副书记、市长陈必昌，市委副书记、政法委书记孙早军和市委常委出席会议。
会前，市委常委同志深入学习贯彻党的二十大精神，认真学习贯彻习近平总书记关于黄河流域生态保护和高质量发展的重要指示要求，认真学习省委专项巡视反馈意见，深入查摆剖析，广泛征求意见，开展谈心谈话，带头推进整改落实，为开好这次民主生活会打下了坚实基础。
会上，杨国强代表市委常委会作对照检查，检视查摆突出问题，深入分析原因，明确整改方向和措施。随后，杨国强带头，常委同志逐一进行对照检查，大家坚持问题导向，主动认领责任，开展严肃认真的批评与自我批评，达到了统一思想、明确方向、凝聚共识的目的。
杨国强在主持会议时对深入抓好整改落实工作提出要求。他强调，要切实提高政治站位，深入学习贯彻党的二十大精神，全面贯彻落实习近平总书记重要指示要求，抓紧抓实巡视整改工作，确保问题改到底改到位。要牢记“国之大者”，完善挂图作战、督导落实、考核奖惩等机制，扎实做好生态保护治理、服务保障国家能源安全和粮食安全、新旧动能转换等工作，创新实干、事争一流，深入落实黄河重大国家战略，全力推动习近平总书记视察东营重要指示要求落地落实，以实际行动坚定拥护“两个确立”、坚决做到“两个维护”。要从严管党治党，加强黄河流域生态保护和高质量发展专项巡察、专项监督，大力弘扬“严真细实快”工作作风，持续营造风清气正政治生态。要以巡视整改为动力，统筹抓好疫情防控和经济社会发展各项工作，以东营事业发展的实际成效检验巡视整改成果。
Standing Committee of CPC Dongying Municipal Committee Holds Thematic Democratic Life Meeting of CPC Shandong Provincial Committee for Special Inspection and Rectification
On January 3rd, the Standing Committee of CPC Dongying Municipal Committee held the Thematic Democratic Life Meeting of the CPC Shandong Provincial Committee for special Inspection and Rectification on the ecological protection and high-quality development of the Yellow River basin following the arrangements and requirements by the CPC Shandong Provincial Committee. All participants were urged to thoroughly study and implement the guiding principles of the 20th National Congress of the CPC and comprehensively implement General Secretary Xi Jinping’s important instructions on ecological protection and high-quality development of the Yellow River basin. It is a must to closely combine the thoughts with practical actions to deepen the comparison and identification of issues, analyze the root causes, and promote the rectification in all rounds with reference to the feedback and suggestions for special inspection and rectification by the CPC Shandong Provincial Committee, thus empowering the implementation of key national strategies of the Yellow River in Dongying City.
Yang Guoqiang, Secretary of CPC Dongying Municipal Committee and Director of the Standing Committee of CPC Dongying Municipal People’s Congress presided over and addressed the meeting. Among other attendees were Chen Bichang, Deputy Secretary of CPC Dongying Municipal Committee and Mayor of Dongying City, Sun Zaojun, Deputy Secretary of CPC Dongying Municipal Committee and Secretary of the Political and Legislative Affairs Committee of the CPC, and members of the Standing Committee of CPC Dongying Municipal Committee.
Before the meeting, members of the Standing Committee of CPC Dongying Municipal Committee deeply studied and implemented the guiding principles of the 20th National Congress of the CPC and General Secretary Xi Jinping’s important instructions on ecological protection and high-quality development of the Yellow River basin. They also conscientiously studied the feedback and suggestions for special inspection and rectification by the CPC Shandong Provincial Committee, deepened to identify and analyze issues, solicited extensive opinions, organized heart-to-heart conversation, and spearheaded to promote and practice the rectification, thus laying a solid foundation for a successful democratic life meeting.
At the meeting, Yang Guoqiang, on behalf of the Standing Committee of CPC Dongying Municipal Committee, organized the comparison and identification of highlighted issues, deepened to analyze the root causes, and defined the direction and measures of the rectification. Afterward, Yang Guoqiang led the members of the Standing Committee of CPC Dongying Municipal Committee for successive comparison and identification. Sticking to the philosophy of problem-oriented, all parties actively claimed their own responsibilities and carried out serious self-criticism, achieving the goals of unifying thoughts, clarifying direction, and gathering consensus.
Yang Guoqiang also put forward requirements for further improvement and implementation at the meeting. He requested to earnestly enhance the political awareness, solidly study and implement the guiding principles of the 20th National Congress of the CPC and General Secretary Xi Jinping’s important instructions, and place the focus on inspection and rectification, so as to ensure the effective rectification of issues. We should bear in mind the country’s most fundamental interests, improve such mechanisms as combating with charts, supervision and implementation, assessment rewards and punishments, and do solidly in ecological protection and governance, service and guarantee on the national energy security and food security, the replacement of traditional drivers by new ones, etc. Pursuing excellence with innovation and hard work, we should thoroughly implement key national strategies of the Yellow River, strive to promote and implement General Secretary Xi Jinping’s important instructions during his visit to Dongying, and resolutely safeguard the “Two Establishments” and implement the “Two Upholds” with pragmatic actions. We should thoroughly focus on the strict management of the Party, strengthen the special inspection and supervision of the ecological protection and high-quality development in the Yellow River basin, and vigorously carry forward the work spirit of “Strict, Truth-seeking, Meticulous, Pragmatic, and Efficient”, thus continuously fostering and developing a political atmosphere of integrity within the Party. We should also see the inspection and rectification as the driving force, make overall plans for pandemic prevention and control and socioeconomic development, and assess the inspection and rectification with the actual achievements of the development throughout Dongying.
